2013 2013 2013 The conclusion to be drawn from reading today's <b>Western Mail</b> is that Wales is a nation in trouble.<br /><br /><a href="http://www.walesonline.co.uk/news/wales-news/workers-wales-fastest-falling-pay-5835518"><b>Welsh workers have the fastest falling pay in Britain</b></a> says one headline while the other grim news is that&nbsp;<a href="http://www.walesonline.co.uk/news/wales-news/literacy-standards-dropping-wales-new-5835371"><b>children's' literacy standards are falling</b></a> compared with England.&nbsp;Treatment times in the Welsh NHS are <b><a href="http://www.walesonline.co.uk/news/wales-news/call-action-after-huge-rise-5834502">on the increase</a>&nbsp;and</b>&nbsp;there is uncertainty over <b><a href="http://www.walesonline.co.uk/news/wales-news/two-thirds-schools-unaware-how-5835484">the future of deprivation grants</a> </b>available for schools.<br /><br />All of which puts a question mark against the practicality of&nbsp;<a href="http://www.walesonline.co.uk/news/wales-news/devolving-stamp-duty-wales-would-5835478"><b>devolving stamp duty to the Welsh Government</b></a>&nbsp;- which is another WM story.
